ci: gitea workflows für ci-pipeline und release
CI / ci (push) Failing after 12s
- ci.yml: lint (ruff), test (pytest), build (uv build) auf jedem push/PR
- release.yml: docker image build + push auf v*-tag, gitea release mit changelog
