Jean-Luc Makiola 4d0452b7b3 fix: handle better-sqlite3 native build in Docker and skip in CI ...

Install python3/make/g++ in Dockerfile deps stage for drizzle-kit's
better-sqlite3 dependency. Use --ignore-scripts in CI workflows since
lint, test, and build don't need the native module.
